DEPARTMENT OF VETERANS AFFAIRS:
1. COMPENSATION (service-connected) for veterans, for mental or physical diseases or disabilities, which occurred in service, caused by or aggravated by military service.
Exposure to Herbicides/Agent Orange: such as type II diabetes, chloracne, Hodgkin's disease, Non-Hodgkins lymphoma, multiple myeloma, acute and subacute peripheral neuropathy, porphyria cutanea tarda, prostate cancer, respiratory cancers (lung, bronchus, larynx, trachea) soft-tissue sarcoma other than (osteoscarcoma, chondrosacoma, Kaposi's sarcoma or mesothelioma).
Radiation exposure: all forms of leukemia (except for chronic lymphocytic leukemia:; cancer of the thyroid, breast, pharynx, esophagus, stomach, small intestine, pancreas, bile ducts gall bladder, salivary gland, urinary tract, bronchiolo-alveolar carcinoma, multiple meyeloma, lymphomas other than Hodgkin's disease) and primary liver cancer, (except if cirrhosis or hepatitis B is indicated).
Gulf War Veterans, who have chronic disabilities from undiagnosed illnesses, medically unexplained chronic multi-symptom illnesses such as (chronic fatigue syndrome, fibromyalgia, or irritable bowel syndrome) that are defined by a cluster of signs or symptoms. Undiagnosed illness: fatigue, skin disorders, headache, muscle pain, joint pain, neurologic symptoms, neuropsychological symptoms, symptoms involving the respiratory system, sleep disturbances, gastrointestinal symptoms, cardiovascular symptoms, abnormal weight loss and menstrual disorders. Any diagnosed illness that the Secretary of Veterans Affairs determines warrants a presumption of service-connection.
Disabilities caused by in-service exposure to mustard gas, asbestos, and exposure to cold. Mental conditions including, Posttraumatic Stress Disorder caused by in-service traumatic events. Hearing loss, tinnitus caused by exposure to acoustical trauma. This is a very small list of conditions that may be related to service.
2. DEPENDENTS AND SURVIVORS of a disabled or deceased veteran may be eligible for benefits. Veterans who died of a service-connected disability or was rated 100% service connected disabled for ten years and died of a non-service connected death. VA can pay Dependency and Indemnity Compensation (DIC) to the unremarried surviving spouse. There is more information available on dependents and surviving spouse qualifying.
3. PENSION (non-service-connected) based on need, for low-income veterans who are totally disabled. To be eligible, a veteran would have to have at least 90 days of active duty service with at least one day during a wartime period. A surviving spouse of a de ceased veteran (who met the active duty service wartime service) may be eligible for pension based on need (income limit). There is a pension for veterans who received the Medal of Honor.
4. CHILDREN WITH SPINAL BIFIDA: Spinal Bifida patients who are children of Vietnam Veterans may be eligible for vocational training, health care and monthly allowance.
5. EDUCATION: The Montgomery GI Bill (MGIB) is for veterans who entered active duty for the first time after June 30, 1985. This also includes the Selected Reserve members of the Army, Navy, Air Force, Marine Corps, and Coast Guard, and Army National Guard and the Air National Guard. To be eligible the reservist must have a 6 year obligation to serve in the Selected Reserve signed after June 30, 1985.
A veteran rated 30% service-connected disabled or more by VA receives an additional allowance for having dependents, including children over 18 years of age and under 23 years of age, if in school.
A veteran, who is rated by VA 100% permanent and total, or a veteran who died of a service connected disability: their spouse or surviving spouse or child over 18 years of age and under 27 years of age may receive a monthly benefit from VA if attending school or college.
6. VOCATIONAL REHABILITATION benefits may be available for veterans in receipt of VA compensation, if the disability affects the ability to do certain jobs, and for independent living for veterans rated as totally disabled.
7. GOVERNMENT LIFE INSURANCE, Service Disabled Veterans Insurance (RH) is available for service-connected disabled veterans. Service members' Group Life Insurance is open to active-duty members and reservists Veterans' Group Life Insurance is available to individuals released from active duty after August 1, 1974 and to separated reservists. Veterans' Mortgage Life Insurance provides mortgage life insurance for veterans who are eligible for specially adapted housing grants.
8. BURIAL AND DEATH BENEFITS: Service members who die while on active duty and veterans discharged under conditions other than dishonorable are eligible for burial in VA National Cemetery with some exceptions. Spouses and minor children of eligible veterans may also be buried in a national cemetery. VA provides burial flag, government marker and military funeral honors. Presidential memorial Certificates are signed by the president and are issued upon request to the deceased veteran's next of kin. VA burial allowance paid for veterans who at time of death, were entitled to receive VA compensation or VA pension or would have been entitled to compensation but for receipt of military retirement pay. Eligibility also may be established when death occurs in a VA facility, a nursing home under VA contract or a state veterans' nursing home, additional cost of transportation of the remains may be paid. A veteran declared to be indigent at time of death may be eligible for payment of burial and plot allowance.
9. HEALTH CARE: Hospitalization, outpatient treatment, domiciliary care, Nursing-home care, outpatient pharmacy, dental, alcohol and drug dependence treatment.
10. PROSTHETIC AND SENSORY AID SERVICES such as prosthetic appliances, equipment, and devices such as artificial limbs, orthopedic braces and shoes, wheelchairs, crutches, canes for veterans receiving VA care. Hearing aids and eyeglasses will be provided under special circumstances. Service aids for blind veterans or admission to a VA blind rehabilitation center.
11. HOME IMPROVEMENTS AND STRUCTURAL ALTERATIONS (HISA) program provides funding for eligible veterans to make home improvements necessary for the continuation of treatment or for disability access to the home and essential lavatory and sanitary facilities.
12. READJUSTMENT COUNSELING is provided at Vet Centers to help veterans resolve psychological war trauma and trauma due to sexual assault or harassment while in service.
13. VA HOME LOAN GUARANTEE is for service members, veterans, reservists, and qualified unmarried surviving spouses for the purchase of homes, condominiums and manufactured homes and for refinancing loans.
14. WOMEN VETERANS are eligible for the same VA benefits as male veterans. However, additional gender specific services and benefits are available for women veterans. Referrals are made for services that VA is unable to provide. Women Veterans' Coordinators are available in private setting at all VA facilities to assist women veterans seeking treatment and benefits.
15. HOMELESS VETERANS: For information on benefits for homeless veterans contact the nearest VA facility. Most of the benefits are listed above however VA provides special assistance through other VA program initiatives and out reach. More information about this program, including information about VA loan guarantees for construction or rehabilitation of multifamily transitional housing for homeless veterans, can be found on the internet at http://www.va/gov/health/homeless/ .

OSDBU's Center for Veterans Enterprise (CVE) helps veterans interested in forming or expanding small businesses. The CVE helps VA Contracting offices identify veteran-owned small businesses and works with the Small Business Administration's Veterans Business Development Officers and Small Business Development Centers nationwide regarding veterans' businesses financing, managing and technical assistance needs. CALIFORNIA DEPARTMENT OF VETERANS AFFAIRS : Has a college fee waiver program, for dependents of service-connected disabled veterans rated by VA 0% service connected or higher. Dependents may be entitled to a waiver of registration fees at California Junior Community Colleges, State Colleges or University Campuses. This included the surviving spouse and children, of veterans who died of service-connected disabilities. You can pick up applications (DVS 40) at the College or your County Veterans Service Office.
